Paul has recently been instructed by the Staff Council of a multilateral development bank to advise on the bank's Disciplinary and Grievance Procedures compliance with best practice and international administrative law.

When prosecuting for the Revenue and Customs Prosecution Office in 2006, Paul was involved in training and lecturing investigators and lawyers on Money Laundering, RIPA and Mutual Legal Assistance.

He has conducted anti bribery training in India, South Africa, Mexico and Spain.


Summary of experience

Paul has acted for corporate clients advising and assisting with internal investigations into allegations of bribery. He has conducted investigations and provided legal advice in relation to potential Serious Fraud Office enforcement actions and the Bribery Act 2010.

Recently he has been instructed to conduct a review of a corporate client’s global business, ensuring it has sufficient corporate compliance measures in place to comply with both the Foreign Corrupt Practices Act 1977 and the Bribery Act 2010. This assignment has taken him to Zambia and Rwanda to carry out detailed investigations.

Paul has acted for the Serious Fraud Office in the case of Mabey & Johnson and BAE Systems Plc. He led the SFO’s investigation into BAE’s alleged corrupt practices in Eastern Europe; working with the SFO’s team, European enforcement authorities and the Department of Justice in the United States.

Paul is conducting an internal investigation for a large international corporate facing allegations of corruption advanced by the World Bank Group and the Serious Fraud Office

SFO v BAE Systems PLC
Junior counsel instructed by the Serious Fraud Office in this high-profile and complex corruption investigation in relation to arms procurement.

House of Lords
Paul was led by David Perry Q.C. in this case which dealt with the extradition of the two IRA suspects accused of shooting  the reporter Veronica Guerain
